First of all, there really isn't much discrimination happening with respect to selection in terms of processing.
I did read you applied inland. With this in mind, CIC groups files with similar characteristics together. That is to say, they are not treating the submission date with any credance, unless you don't have AIP in 16 months, or have a decision by 26 months. Then you can use your submission date to action CIC to hurry up. So you're well inside that time frame. That said, I have no posting history for you, so I have little info to help. Here is the general answer.
Things that can affect processing times: completeness of the application, do they need to request documents or actions from you, how difficult is it for them to perform a trace of the PA in their country of origin or any country they lived in for 6 months or more, travel history, criminal history, relationship evidence, dependants, etc.
Think of the situation like a bank. You go in with a simple withdrawl request. Would you like to wait to complete that, while the person who was immediately in front of you is closing account, selling bonds, and opening a new account? Keeping in mind, you both were in the same line at the same time, and until the teller started into service, they had no idea how long it would take... they are just trying to process as many people (cases) as they can to make every one happy.
