Hi there! I am interested to apply for express entry.Now I am getting confused with the ECA.I have completed my undergraduate from Bangladesh and Postgraduate from England. Now do I need to have ECA for both of them or for Undergraduate only?

Yes you need an ECA for any education/degree done outside Canada, for which you are claiming points.
Immigration will usually require an assessment for only your highest degree, as it will give you most points, which in your case is Postgraduate from England. Of course, if you choose to, you can assess both degrees, as you'll be paying the same price anyway. It only depends on how easily you can get grade sheets from your school in Bangladesh

There are multiple ECA organisms to choose from depending on what kind of degree.
But usually, people will go either with WES or IQAS.Check this link:

Then explore the website to see exactly which documents are required for the degree you want to have assessed.
If you are interested in applying for immigration to Canada, assuming you fulfill all immigration program requirements, ECA and Language Tests (IELTS and/or TEF) should be done as early as possible as they will require the most amount of time.
Expect at least 40 days for the whole ECA process, and 30-40 days for language test processes, from registration to results.
However, from what I understand, you just graduated... And one of the most important criteria is a minimum of 1 year of continuous full-time work experience. Do you have that?

Thank you so much for such a detailed answer. Yes,I do have working experience as a Telecom Engineer for 5 years.I will sit for the IELTS very soon.
Ok another question if I may, when I get the forms from WES,do I need to send the form to England university as well,or just submitting the transcript will be enough for assessment ?

What form are you talking about?...
You won't be receiving any document from WES besides your final report.
Depending on your school, through the link @hodari gave you, you'll most likely be required to send WES a copy of your degree AND official transcripts in a sealed envelope, given to you by your school, or sent directly to WES.

Well,I was asking about the initial form we download from the website after creating the account. Someone told me that we need to fill up that form by the university registrar and then send the sealed copies to WES through FEDEX.
Well if you're talking about the form that you fill and send to your school to request sending transcripts, that's optional.
You can ask your school directly, no need for that.
What I did was have the transcripts sent to me by mail, and then I put everything in one envelope and send it to WES myself.
