why a refund when we are approved for sponsorship

Got approved yesterday for sponsorship for my daughter and then today we received an email saying we are getting a refund of $490 my daughter is 3 yrs old. why the refund?

she doesnt need to pay right of permanent resident fees ($490) (concession for minors)

is this a spousal sponsorship with a dependent child
or are you JUST sponsoring your child and no spouse?

dependent children don't pay RPRF.

dependent children of a principal applicant or sponsor, a child to be adopted, or an orphaned brother, sister, niece, nephew or grandchild; and

same as my feelings before,was wondering why they didn't ask me to pay for my 18 years old daughter for her landing fee,kids 22 years old and below are exempted to pay it.

Called CIC they said the refund is because she is a minor.. thats great..no fee.. thanks for the replies.
