Who will review the online application profile?

I applied online for the study permit, and I am in Los Angeles. I checked online how long it takes to get the email for mailing my passport. But I found the answers are different. Thus, I am confused whether the online application profiles are all reviewed by Ottawa or reviewed by local embassy(like Los Angeles) separately?
By the way, is SOP people mentioned in this forum Statement of Purpose? I wrote a Study Plan.(including why I go to canada for study, financial support, my advisor information,and my future plan after study). Is it similar as SOP? Thank you for your answers.

yes it is a statement of purpose. Sop is exactly what you wrote. some people call it cover letter as well.

Yes.. the online applicatns r reviewed directly in Ottawa.. in usual cases..
even the reply u get is from the guys sitting in Ottawa..

U get the passport request locally, but only after Ottawa asks ur local office to process ur passport for VISA..

This is strange..

your UCI number and application number is generated instantly.. U should have recvd a letter as a pdf in ur CIC account that very instant (after paying the online fees)

The letter begins as "This confirms that your application for temporary residence in Canada has been received by Citizenship and Immigration
Canada (CIC) on XXXXXXX "

On top there is ur UCI and Application number.
It shud be there so better check again..
