My husband is sponsoring his dependent daughter from the United States. She is only 9 years old, both parent have joint custody and her mother is okay with her moving to Canada is it okay for my husband to sign the forms on her behalf where her signature is required? or would signatures from both parents be required?

Also...

its states you do not need a passport to submit your application but states you will need a travel document or passport before you application can be finalized. We will be picking her up in New York by car and driving back to Ontario would an acceptable identity document be a Birth certificate as you can use that to cross the boarder by land if you are a minor under the age of 16.

Also...

We will be picking her up for summer break at the end of the month, and will send in the application once we get her photos done. Would she be able to start school in September 2018 while we wait on the PR application? Her mother said we could keep her at the end of the summer if we are able to get her into school. I did confirm with the board of education that they would allow it provided we had proof we submitted the application.

Thank you in advanced for your help!

In regards to question #2, she will need a passport. They will be issuing her some landing documents, and those are tied to her passport.

I am the sponsor of my daughter and I signed on her behalf as she is below 18. CIC is processing my application so I trust that is what should be done.

It takes about 45-60 days to receive the acknowledgement of receipt from CIC and that is the first "official" document that can be used as proof for application. However, you should use a courier service to deliver your application and there is a possibility that the board of education will accept that as proof. I would suggest you check with the board of education asap to see what they will accept and see how they can accommodate the situation.
