Apparently it is ideal that the work experience letter to be signed by the immediate supervisor. But in one of the companies that I had worked for, only the CEO is allowed to sign any outgoing mail. Is CEO's signature OK?

Ideally any authorised signatory in the organisation who can issue the work experience letter. It is normally the HR department, but can vary across organisations.

Generally it's the HR who gives those letters and the authorized person will sign the letters. Don't involve your immediate supervisor, he might leave the company/assigned to a different project.
