Who sends passport submission if I do biometrics from USIC for Canadian Work Visa?

For Canada Work Permit, once we submit the biometrics are we expected to receive the passport submission request letter from USCIS or Canada Immigrantion services?

My friend did his biometrics in Texas at one of the USCIS Application Support Center. So just curious to know from whom should I receive the passport submission letter

Are you US citizens? If so you won't need to submit your passport because you won't need a TRV sticker. You'll get an approval letter that you take with you to the border.
