Hi!

I'm a Canadian citizen living in abroad. I have applied to sponsor my wife for Permanent Residence in Canada. In the CIC's last communication to me, it said,

"As a reminder, if you are a resident of the province of Québec,
you must submit an undertaking application to the Provincial Government."

The Help Center says,

"To sponsor my family members, do I need to fill out other documents if I live in Quebec?"
"Yes. If you live in Quebec, the Ministère de l’Immigration, de la Diversité et de l’Inclusion
will send you other forms to fill out."

I'm not sure if I need to apply with Quebec. I lived abroad for almost a decade, and I have not lived in Quebec during that time. So I am not "a resident" and do not "live in Quebec," as the information is worded. However, I on our application, I indicated that we would be moving to Quebec when we relocate. Does that mean we need to fill in the forms?

I hope someone can help! I've been through all the Help Center information, and I'm still not sure!
