who is the declarant in IMM5409?

Sponsor is Declarant or the Common law partner?

they always ask for the country and it is Canada always right!
we live together!
 
We put the Canadian citizen (my partner) as the declarant as it made more sense but pretty sure it doesn't matter.

I think since it is a Canadian document to be used for Canadian immigration, it makes more sense for the Canadian sponsor to be the declarant. But actually either could be.
 
I am a citizen who is sponsoring my common law partner and i have the following questions which im hoping someone can help. I read some posts which says i don't need to fill in this form while others say better to fill in or be sorry later. What do you guys think?

Some questions below if I fill it in:
1. Declarant = me, declarant's partner = my partner right?
2. where it keeps asking for country, province/state /territory, this would be my current country/town/province right?
3. For solemn declaration - it asks for declared before me at ...., name of person who administered the declaration <- who would this be? Can this be anyone? Can I leave this blank? It also says this person needs to be one of Notary public, commissioner of oaths, or commissioner of taking affidavits (not sure what this means)
