You would start by getting your mother's birth certificate from the province of Quebec (certificates issued before 1994 are no longer accepted) and your U.S. birth certificate. Fill out the form found here: https://www.canada.ca/en/immigratio...on-citizenship-certificate-adults-minors.html Attach the certificates, enclose copies of your ID (see instructions), pay the C$75 fee, and send the application to the address in Sydney, NS.
Note that if you send the original copies of the certificates, they will not be returned. If that doesn't matter to you, that's the easiest route. If it does matter, you can send certified copies instead. Copies can be certified by a notary public if your state allows notaries to make true copies (see list here: https://en.wikipedia.org/wiki/Certified_copy). They can also be certified by Canadian consulates, if you happen to have one near where you live.
