My mother was born 1927 in Montreal. She moved to the US as a child. In 1947 she became a naturalized us citizen. My question is do I have a basis for Canadian citizenship

Absolutely, you are a citizen. You need to start your process to request your proof of citizenship
 
You would start by getting your mother's birth certificate from the province of Quebec (certificates issued before 1994 are no longer accepted) and your U.S. birth certificate. Fill out the form found here: https://www.canada.ca/en/immigratio...on-citizenship-certificate-adults-minors.html Attach the certificates, enclose copies of your ID (see instructions), pay the C$75 fee, and send the application to the address in Sydney, NS.

Note that if you send the original copies of the certificates, they will not be returned. If that doesn't matter to you, that's the easiest route. If it does matter, you can send certified copies instead. Copies can be certified by a notary public if your state allows notaries to make true copies (see list here: https://en.wikipedia.org/wiki/Certified_copy). They can also be certified by Canadian consulates, if you happen to have one near where you live.
