One of my past organization is not comfortable to put 'To whomsoever it May Concern' on my work reference letter. Instead they would like to address this to specific person/body.

So who can I ask them to address this work reference letter to so that it is acceptable by CIC ?

any suggestion ?

I thinking addressing it to you with your address should work so that it can be used anywhere else as well.

I have obtained a reference letter addressed to '' The Visa Officer'' The Canadian Immigration Office is this appropriate?

You do not need to mention address. If your employer insists, you can use address of CPC and CIO in Sydney or CPC in Ottawa form the link below
