Who can co-sign for spousal sponsorship??

Must the co-signer on a spousal sponsorship be a Canadian citizen or a permanent resident???
Can an international student (neither Canadian nor PR, and on a PhD scholarship) be a co-signer??

The only co-signers allowed are spouses who are Canadians/PRs.

My brother is an international student and I'm staying with him, I wanna sponsor my husband and I'm not employed yet, can my brother be a co-signer?

Why do you need a co-signer to sponsor your spouse? There is no minimum income requirement, and it's not mandatory to be employed. You need to show that you can support yourself now and you and your husband later without resorting to government aid.

You cannot have a cosigner for a spousal PR visa, as crassy said. To sponsor parents, the only cosigner possible is your spouse or partner.
In your case, you want to sponsor your husband. You do not need a job or any income to do so. Your brother cannot cosign. However, the visa officer will want to see your plans for how you will support yourselves once your husband is a PR. So you can get your brother to write a letter of support stating that he will allow you and your husband to live with him rent-free until you both get jobs (or whatever it is he is willing to help with). So he is not cosigning, but he is promising to help.

Concerning the letter of my brother that canadianwomen stated, he's an international student and willing to apply for PR, may that letter affect him negatively?

another question, who should enclose the "option c" with the application? do I need to?? (I'm unemployed & I haven't filed my taxes ever before)
