If the above conditions are met, then a niece can be sponsored. A cousin cannot.

No. You can only sponsor the one family member.

You can't because you would no longer qualify to sponsor any relative because you have sponsored a niece. You are no longer alone in Canada. You have a relative with you. Remember the niece you plan to sponsor has to be orphaned. Her parents are no longer alive.
