Which VO for spousal sponsorship of Chilean common-law partner?

I applied to sponsor my common-law partner from Chile the outland route and am waiting to receive AOR1 of our application. I am wondering which VO our application will be forwarded to if I am able to get SA. Would it be Mexico City?
