Which visa office to send PR application?

I am applying under CEC class. I'm not sure which location to put down as my visa office. Buffalo or Sydney, Australia. I am currently living in Canada but I heard that the Sydney office is quicker than Buffalo.
Any help would be great.

It shows 15 months for all the offices. Long flight to Australia if there is an interview!

I hope you are not confusing Sydney, Nova Scotia with Syndey, Australia. You must mail the documents to Sydney, Nova Scotia.
