Which VAC for PR TD application?

Hi,
I'm a bit confused as to where to send my PR Travel Document application.

Based on information on CIC website : http://www.cic.gc.ca/english/information/travel-document/index.asp under "3. Submit your application and supporting documents", there is an option for "General Public" to use the visa application center (VAC). Closest one for me is the one in Los Angeles:

Visa Application Centre – Los Angeles

2120 E Grand Avenue Suite 108A
El Segundo
CA, 90245
U.S.A.

However, immediately under "General Public" there is information for diplomatic passport holders, with three address (D.C., NYC, and LA) and one of the address given there is:

Immigration Section
Consulate General of Canada in Los Angeles
550 South Hope Street, 9th Floor
Los Angeles, CA 90071

However I'm not sure if this second address (or set of 3 addresses) is ONLY for diplomatic passport holders, or whether the general public can send their applications here. Or am I supposed to send mine only to the two given under VAC (Link: http://www.csc-cvac.com/en-US/selfservice/cvac_application_centres)? Is the VAC something administered by US or Canada?

If anyone knows about this or has done this before please let me know. I don't want to send my passport to the wrong place :eek:.

1. You send it to the VAC, only LA and NY process visitor applications, the other consulates don't.

Thanks for your answer. Just to be clear, I'm not going as a visitor, I'm going as a Permanent Resident.

1 online or hard copy?
2. processing time CSC at Los Angeles
3. did you apply in person or courier? I need to send in courier.

What all documents do I need to send to the VAC for PRTD?

Do they accept checks/ money order?
I sent the following to VAC (I added this list to my cover letter and enclosed the said documents):

1) Application for Permanent Resident Travel Document (IMM 5524) Checklist:
2) Document Checklist (IMM 5627)
3) Original valid Passport
4) Fee receipt of CAD $50 for PR TD **cashier's check sent separately to lockbox**
5) 2 photos
6) Expired passport (photocopy)
7) As proof of Permanent Residence, I have enclosed (all copies):
- Confirmation of Permanent Residence (CoPR)
- Immigrant visa (single entry, used) issued for landing + port of entry stamp
- PR approval letter from CIC online account
- Proof of SIN issued on <Date>
8) As proof of meeting my residency obligation, I have enclosed (all copies):
- CoPR which has my record of landing date, <Date>
- Boarding passes (<Date> USA – Toronto, Ontario, and <Date>, Toronto, Ontario – USA)
- Record of my exit and entry into U.S., from U.S. Customs and Border Protection Website.
- New bank account opened on September 5, 2017 (proof of physical presence in Canada)

DO New York and LA both accept PRTD applications?

Thanks; yes I was surprised it was so quick. I sent it the LA office (the cashiers check goes to the Arizona dropbox).

I'm not sure about LA vs NY. Maybe do it with the closest VAC?
