which they review first...eligiblity or medical???

Can please anyone tell me..which they check first..they review eligiblity first or medical..i would really apprepriaTe answers

This is what I've experienced. But, I am not sure if this is general for all cases.

What does "review of eligibility" say?
did he apply online? is he from a country where medical test is required? did he upload his medical test upfront?

Not uploaded medical upront..and he applied online from india..eligibility is reviewing

did he receive a letter of medical examination instructions? and what does "review of eligibility" EXACTLY say? cuz some statements are general such as "we are reviewing your eligibility....".
As I heard the status of eligibility will not change till the very end. So you cant really relay of these messages unless you got something different.

It say we are reviewing your eligibility..he receive a medical lettter of additional tests

Obviously, they are waiting his medical test results to do further process. I guess his application now is on hold till he provides the medical stuff.
Anyways, he has 1 month to complete his medical test.

Means they are waiting for his medical..and they will provide visa directly

You cant tell, but after they receive his medical, they will process his application.
I guess he applied during these days right?

Yes he applied on 12 sept.
