Which regions has shortest time for issue the PR ?

Hi,

As you see in CIC site, There is differences in processing times among regions and offices, So does any one knows that which regions has shortest time ?

and can I apply in the region while I'm living in other one? or I have to be in the same that I have applied in ?

Also no guarantees. Given the stress on Quebec and Ontario resources may be reallocated. Saw there are now 34000 refugee cases in the system. This is much higher than normal. No matter where you go it will likely take longer than posted times.
