Which Province will accept application for PNP without job offer?

I have created EE profile in Mar-2016 and I am already into pool. My score is 362 which I find it very less to be able to get selected. I also want to apply for PNP program simultaneously. Can someone help me on this. Also which Province do accept PNP application without job offer?? I have visited many PNP websites and almost all have mentioned job offer in a list of their requirement.

1. SINP - Express Entry
2. OINP - need atleast 400 CRS points to be eligible to receive PT NOI from Ontario so that PNP application can be sent.

Nova Scotia also accepts without job offers but I think most of the PNPs are temporarily on hold while they try to clear their backlogs. Hopefully they would resume soon. Goodluck!
