Hello everyone.
First, thank you for your all help. If it is not the correct place to write, please forgive me. I am very desperate and keen to waiting for your all responses. My question is that my brother will grant his PR in August 2019 and he will settle Canada at that time. He can live anywhere in Canada and as I understood, as soon as he starts living in Canada, I can claim my sibling and I can get 5 extra points to create EE profile by reaching 67/100 requirement. Also, my case is different I am an electrical engineer (Bsc only) with 1-year electrical engineer experience and 5 years experience on webmaster from the same company. Only CLB 9 saves me on EE CRS stream by reaching me to 444 points with my sibling points. However, it is too hard for me to get this CLB 9 achievement. Therefore I am looking for a suitable PNP for me and I would like to ask you which province my brother should live in order me to get PNP points and is there any living time requirement on the province for my brother in order me to get points on close relative sections. or as soon as he starts living in the province is enough to claim on PNP points stream for me? .Shortly, what is the easiest and quickest way for me to grant PR via PNP by using the opportunity of my brother?

As of now Manitoba, the only province you can get nomination if you have a relative. Just make sure your job is in their in demand list as well. You can check their website for more information.
