Hello!

My language proficiency is CLB 7. I am working as a Banker for more that 3 years. I have found that for SINP, my score is only 59 whereas the minimum requirement is 60. For Ontario PNP, the requirement is much higher. In Novascotia, it is not possible with no Job Offer. Therefore, can you please suggest any suitable province to apply? It is mention that my spouse is also a banker who is working in Customer Service Department for more than 03 years. Her NOC is supposed to be 6552 and yet to sit for IELTS. It is also mentionable that my own brother is a Permanent Resident in Canada and currently staying at Ontario.

Maybe Alberta, if they select your NOC & CRS score. What is your CRS score?

It's 391 as my spouse is yet to sit for IELTS. Considering that she is will get a CLB 7, this will be increased up to 403.
My question is, can I open express entry profile without the Language Proficiency score of my spouse?

Ontario invited certian banking professions as part of their last round but you need a score over 460.

As long as you have ECA and IELTs as primary applicant, then you can submit a profile.
 
Is 67 points in Express Entry? or for Alberta only? Can please, elaborate the fact behind "67'?
Yes. Before you calculate your CRS score, you determine if you are eligible for Express Entry with at least 67 points. On the EE site under eligibility. SINP has its own points system and you said you weren’t eligible with at least 60 points.
 
In case of SINP, I have struggled with the work experience. My experience is only 3+ years. As per their requirement (Under skilled work category),

a) Work experience in the 5 years prior to application submission date: I got only6 points for 3 years.
and
b) b) In the 6-10 years prior to application submission date: I do not get any point.

Thus, out of 15, I can manage 6 points only which ultimately lowers my score. Please, correct me if I am wrong.

You are correct for SINP. I don’t know your profile but are you eligible though for Express Entry (different points system) with your experience, education, language and age with at least 67 points?
 
Yes, I think so. Yet, here is my details:

Education: Master's Equivalent (Already done with ECA)
Experience: 3+ years
Language: CLB 7
Age: 31 years.

That is not eligibility score. You have CLB in each section? I believe you are eligible once you include your spouse’s IELTS and having a brother. Again go to the IRCC EE website, and calculate eligibility not CRS. Use only IRCC tools.

If eligible your only option is Alberta for PNP. The province doesn’t post the NOCs they select so you will not know unless you get an invitation.
