Which province has the best chance of PNP right now?

I am asking for my friend. He has about 11 months left on his PGWP. He is working as a cook in a restaurant as well as a Subway manager both full time for over 1 year now. With CEC he is not getting enough points. He is in Toronto.
So I am here asking you guys ,if there is any chance if he moves to another province now? What is his best possible chance for PNP?
I was searching about OPNP, BC PNP and Saskatchewen PNP options.Ontario and Sask.has closed its PNP for right now. Is there any chance it will open again soon?
His work permit expires June 30 2017.
