Which one is better Toronto or Guelph

It depends on what you are looking for. Toronto is a multicultural large city with everything that a metropolitan area can offer, including great dining, plenty of activities and the conveniences of urban living. Guelph is a small town that does have IT jobs, more as a result of its proximity to the Kitchener/Waterloo area and also has a lower cost of living. Car insurance, restaurants, groceries, rents, etc. will naturally be cheaper in Guelph, but it's a trade off.

I personally like Guelph, due to its suburb setting, and proximity not only to the GTA, but also to the KW region (it is located in between GTA and KW). Living in Guelph also means that you can still work in downtown Toronto, though the GO train ride can be pretty long (about 1 hour and 45 minutes one way).
If you are interested in IT, and don't care much for city life (then again, KWC area is only 90 minute drive away from most of the GTA or downtown Toronto), then you would like KWC much more than Guelph, since there are a lot of more tech jobs in KWC than in Guelph (not to mention the presence of University of Waterloo, and a very strong startup scene in Waterloo).

thanks for the reply, from KWC you mean Kitchener-Cambridge-Waterloo? as I don't have much information, I will land in August 2018.
Yeah, KWC is Kitchener-Waterloo-Cambridge. Waterloo's tech scene is thriving, and with close proximity to the University of Waterloo, there are a significant number of startup companies and incubators in the area. Likewise for Kitchener (look up Communitech).
Kitchener and Waterloo are no more than 10 to 15 minutes apart from each other (assuming no traffic), so living in one basically means you can easily travel between the two cities. Again, if IT jobs are what interest you, then the Kitchener-Waterloo region is what you need to be looking for instead of Guelph, though nothing would stop you from living in Guelph and working either in Kitchener or Waterloo (about 25 to 30 minute drive).
