I was told that I can call CIC and ask which office is processing my application but I am not able to reach them. I guess they get a lot of phone calls recently. I was wondering if the offices are assigned based on the location of the applicant? If yes then which office would be processing applications from people who live in Toronto?

Agreed. Central and Eastern GTA are mostly in Scarborough. It is possible that they redirect some to Mississauga due to heavy workload though.
