My common law partner is a UK citizen that is born in Hong Kong and is currently on H-1B in US. We are debating choosing from the Buffalo or Hong Kong CIC local office. We read that the HK office has high rejection rates and it also seems that the Buffalo office has a much shorter processing time. However, my partner might leave the US in the next 3-4 months and spend some time with me on TRV in Ontario before going to HK. Should we start with the Buffalo office and transfer our files to the HK office later if a decision is still not made at the time we leave the US? Thanks in advance for all the advices!

As your partner has 3-4 months stay in US, it would better to choose Buffalo. Check the spouse processing time line of Buffalo at the trackitt.com site, so that you can arrive on a final decision :
 
How difficult is it to transfer the application from one local office to another? It seems like it takes an average of 6 months for CIC-M and Buffalo to complete the entire process but we only have 3-4 months left.
