Which is better to apply for the visitor visa? Online or by paper?

I mean which way is more likely to not get refused.

Per my case notes and time stamps, Ottawa VO opened it first but was forwarded to my local visa office, which made the review and final decision.

Supposedly it can be forwarded to any VO around the world depending on case load, but more often than not, it will end up at your country of residence.

It depends where you file it and how is the workload for that location. Usually it is managed by the local VPC but it might be recieved by any other VPC in the world.
