Visa chances for a Masters Degree program are on average greater than a PG Diploma Program. One of the main reason being the level of competitiveness needed to get an admission into a Masters Program.

It depends upon your profile. Engineering Management is a general degree with a broader scope to get a job so it shouldnt be much of a problem but then again this is where Luck plays its role :) ..

ok bt i want to shift completely from engineering.then which is a good option for me?
i can tell u about my profile shortly,my engineering average comes around 62%, i hv done 3 internships n right now m doing an internship in finance. i have also enrolled for the national stock exchange certificate courses in finance. and i'll be appearing for IELTS in the next month.

also suggest me any improvements in my profile if required.

You're percentage is on the lower side so I guess the maximum you can fancy your chances are a self financed program. The Engineering Management is a self finance program as I havent heard much of scholarship opportunities in that. Try getting admission into a moderate university. The top schools have a very strict admission policy.
