The also don't need to get married, as they are already common-law.

Yes I am already in Canada on a student visa, and no I am not a US-citizen.
We would like to add me as accompanying instead of non-accompanying since it would take as much time to process my application anyways with the police clearance and med exams.

I was asking though whether or not I should wait for the FBI clearance before submitting my documents, or submit everything else and let them know I have already requested the police clearance but don't have it yet, so I will send it to them as soon as I have it?

Submit what you have with a letter of explanation and proof that you have applied for the PCC.
