Having a valid Canadian PR Card gets a pass on needing a Direct Air Side Transit Visa (DATV) which is the most restrictive transit visa the UK authorities impose - effectively you can't change airports and must leave within 24 hrs on an onward flight beyond the Common Travel Area. Indian nationals normally require a DATV. The pass on the DATV means that you can instead use the Transit Without Visa (TWOV) Concession allowing you access into the UK ostensibly to switch airports but you have enough time to say go to London for the day. Leon and Newtone, you are absolutely right, visa issue depends on citizenship. Just I know one guy (PR) who travels from Canada to UK without visa, based on his Canada PRC, not his passport. That's weird, maybe I was misinformed.
