Which consulate do I contact for marriage related documents, if I’m a PR who’s lived in Canada for almost entire life?

Hello all,

I’m currently hoping to register my marriage in my fiancé’s country, as she cannot come to Canada because of COVID vaccine related travel restriction in Canada.

Normally, one would get Certificate of Non-Impediment to Marriage Abroad from Canadian Consulate of that country, but what happens in my case where I’m a PR in Canada who’s lived here almost all his life (since 8 y/o, now 30), and never lived in Country of my nationality?

I ask this because I’ve never actually lived in the country of my passport, so I doubt they have any data on me to prove my marital status.. (I was born in 3rd country)

I’ve been calling and calling every consulate for days but all they do is just redirect me to different offices, so I haven’t been able to get any answer out of them...
