For IT , I would suggest it should be Toronto. The province of Alberta has produced the most no. of jobs in the recent years and most of them are in Calgary. But these are related to Oil and allied industries which deal with oil and oil transportation etc. Some IT jobs to support the oil companies are definitely being created. For example if you are in IT for example ERP software . Then there would be jobs related to ERP Oil like SAP OIL & GAS or SAP JVA.
