every city is good for student...
all that matters is what course and from which institute you are pursuing it, and how serious you are about it

1. Saskatchevan - One of the most backward province of Canada (though much better thn any South Asian city). Its Capital REGINA is notorious for being "Crime Capital of Canada" with highest number of homicide and car theft (Car theft is a huge problem in Canada!). The main reason for Crime in Saskatchevan is the poverty among Aboriginals.

2. Novascotia - A place known for either "Newly Wed" or "Nearly Dead", not so good place, dull life, lack of job oppurtunities

I would recommend either to focus in British Columbia or Alberta. At present, Alberta is the top most booming economic hub of Canada. My personal choice would be British Columbia as its well known for its mild climate and spectacular natural beauty, and ofcourse much better economy and good job chances.
