You can visit one or two largest bank in your country, they usually have corespondent bank in Canada. or come to a bank that located near Canada embassy, it usually handle visa application fee for canada.

The following bank issue Demand Draft:

1. Bank of the Philippine Islands (BPI)
2. Banco de Oro (BDO)
3. Philippine National Bank (PNB)

This banks are universal banks. Make sure that your DD will be in Canadian Dollar and not US Dollar.

I know BPI has an agreement with Scotiabank that your DD will clear after only 10 days. Pag umattend ka sa COA, may representative sila dun to discuss about it. Pero sa Paseo branch or Head Office lang ata available yun.

Get a Bank Draft in CAD from BPI instead. They have a tie-up with Scotiabank.
