Which Australian PCC do I need?

Hi pls help me. I got rejected for incomplete Australian pcc of my husband. I attached 2010 pcc, thinking that it is valid nd not expired. Please guide me. He stayed In Victoria for 1 year that is between photo 2010. I ordered full licence history. But cic want special rules and consideration for it. What it means

I can’t understand what cic is asking for. If he stayed in Victoria for a year, he should get Federal police clearance- name check only and Victoria license history report.

Bro, but you can apply through email with the required documents and they will process your request. I got one for my wife.

can please guide which documents are required for spouse (canada pr australia pcc) I dont have any documents in my name in Australia. we were there for one year.
also can please guide is fingerprints is compulsory as we are not in Australia now.
