Its just a guess which every one is making there is no official statement about which category they are excluding. And if you have already send your docs then you dont have to worry about new rules wont effect you.

Buddy send your docs ASAP! if they get your docs before the rules change then you will be safe but if you keep waiting for July and list changes before that (which is highly likely) then you will miss out if they removed 4131. In the first stage you just need to fill the application forms and send it you dont need any other documents.
So just send the forms and in the mean while gather all your other documents.
