Where to submit passport

Hi all,
Today I got update from CIC to submit my passport through the following service
http://www.vfsglobal.ca/Canada/Pakistan/index.html

My question is that why we have not to submit our passport to embassy ?
And second question(if any Pakistani can reply)is that why they have asked me to send through Islamabad office as http://www.vfsglobal.ca/Canada/Pakistan/index.html has offices in other cities as well?

We cannot submit our passports directly to embassy...VFS global is the kind of courier service which will help in transporting our passports from their office to embassy and back from embassy to their office...And I dont think it is necessary to send from islamabad office...you can send from any VFS global office...for example Lahore...

Submit the documents listed below to our office in Islamabad (not to our London office). Please provide passports or travel documents for yourself and each accompanying dependant, along with a copy of this letter, to the visa office in Islamabad. Please see the VFS Visa Application Centre (Pakistan) website for details on how to transmit your passports to the Canadian High Commission: http://www.vfsglobal.ca/Canada/Pakistan/. All documents for you and your accompanying family members must be submitted together in one package.

Go to the vsf office in your city (you can find the locations online). Take all the documents with you. They are like a courier company. Tell them you want to send the documents to visa office in Islamabad. VSF deals with this everyday so they know exactly what they are doing.

They will send the documents on your behalf to Islamabad and give you a tracking number. Once your documents are processed in Islamabad, they will send you the documents back through VSF. VSF will infor you through a text message and a phone call that your documents are ready for pickup.
