Where to start filing spouse sponsering approval request

I am Canadian living out side Canada since 15 years...got married since 8 years,,,my wife is not Canadian ,,now I am close to retire,,, and want to return back to Canada with my wife, where I should start and file my request for approval for sponsering my wife ,, where I should send the documents like our marriage certificate,,,my retirement notice .. should I send my papers to Canadian embassy in the country I am residing since 15 years,,,or should send my request for sponsering approval to Canada icrr. ؟ thank you so much for any help

1. As a Canadian citizen residing abroad you can sponsor your spouse.
