Where to send application CPC-Sydney or CPP-O?

Hi,
I am planning to apply for PR under CEC from within Canada and I am not sure where to send the application package. My attorney says it is CPP-O but based on the link below it seems that the package needs to be sent to CPC-Sydney. I am currently on a temporary work permit.

CIO-Sydney - they will pre-screen it and then forward it to CPP-Ottawa.

It's also in the guidelines for CEC class under "mail your application" section.
