Is your partner had a children with his previous wife and assets to be divided? If none, then it will be easy for him to make a separation affidavit.
He has to go to any lawyer or notary public for statutory declaration and it must stated there when was the separation happened, the chance of getting back together is impossible and also states in the affidavit that he is currently in Common-Law Relationship with you.
Include the CRA document about him being separated since it is important proof that he is indeed separated and chime/support his affidavit of separation.
P.S Lawyer can make an Affidavit or what we called Statutory of Declaration here in Canada. I'm sure there ate many lawyers who can help you there in Phil's.
