Where should the dependent Visa for my fiancee be submitted? Russia or India

Dear Friends and Experts,

I am an Indian. I got my PR in Feb 2015.
My fiancee is Russian we got engaged in April and we plan to have the wedding in August 2015 or so.

My questions are these: (after the wedding in July or August 2015)

1) Since my fiancee is Russian so after the wedding (in India) should I apply for her dependent Visa in India in a Russian Embassy Or Will she need to travel to Russia and apply in Russia?

2) If its possible and if the dependent Visa for my fiancee is applied from India, can the Police clearance certificate and medicals also be done from India by sending a request to Russian Embassy?

3) Or will I need to apply for her dependent Visa from Canada ?

4) How soon after the wedding can I apply for her dependent Visa, is there a time constraint?

Your suggestions and thoughts would help me much.

You are not applying for a dependent visa. You will be applying to sponsor her. All the documents are sent to Mississauga, not to an embassy. As a PR, you will need to reside in Canada throughout the process.

You need to submit police certificates with the application. I am not certain how you would get a Russian one from abroad. I would get your fiancee to contact the ministry in Russia to find out how to go about that. The Russian embassy might know how to do that.

There is no time limit. As long as you have a complete application, you can apply immediately.

To add to what MilesAway said:

she can get a police certificate by applying at the Russian Consulate in India. It will probably take about 2 months.

Beware, though: the Russian Consulate in India will probably give you the choice of getting the Police Certificate in one of three languages - Russian, English, or the local language.

Get the Russian version, and have it translated into English by a certified translator.

Or, get the English one, but the certificate must have a letterhead on it. As far as I know, consulates do not give police certificates with letterheads. (I asked but they said no.) So if you are not 100% sure that it will have a letterhead, ask for the Russian version.

The safest and easiest way is for her to get it in Russia at her local Ministry of Interior Affairs office. This is what CIC is used to seeing, and what it wants to see. Police Certificates from consulates can be rejected. (Mine was rejected once.)

Remember that any police certificate must be submitted within 3 months of the issue date. If it is older than 3 months when CIC receives it, they will ask for a new one, so plan accordingly.

Along with the posted messages advised. Since the applicant is Russian, there is no guarantee that the application will be sent to VO in India because she resided in India, even though she lived in India at least 1 year. It may likely end up going to VO in Moscow since the applicant is Russian, herself. Any interviews needed may end up at the VO moscow.

Russians are processed in Warsaw, not Moscow. So Warsaw is probably the better option given that it's usually a fast VO. Interviews are held in Moscow (to my knowledge, due to Russians requiring a visa to go to Poland).

CIC will choose where to send the application. You have no say in the matter.

You can still put in the VO where to be process at your request in the application but that won't mean they won't accept it. CIC ultimately decides where to send the application. However when you put in the VO location in the application, CIC could at least consider it

The new forms don't have that question anymore. Although I suppose you could write a letter requesting a certain VO, but it's still entirely up to CIC.

In any case, the whole package gets sent to Mississauga, not to India or Russia.

I wasn't aware that VO location option was removed from the application. I guess for sure, you won't have any say as to which VO application will be sent after AIP stage. It will be based primarily on the nationality of the applicant, legal permanent resident of foreign country secondary.

Just to confirm everything what was said before, I should tell that my situation is kind of same with your wife`s. I`m Armenian, my husband is Indian citizen with Canadian PR( got it at the starting of this year)..Before coming to India I got my Police clearance and a document that I`m not married from Armenia( got it translated by notary) In India we had our traditional marriage as well as Special marriage act was signed (Court marriage was done )... I was also not sure where my application will go...I also had to get a Police clearance from India...So first my application was sent to Mississauga, then it was transferred to Warsaw...Same thing will be done with your wife....
p.s. I`m residing in India now, while my husband went back to Canada, I mean I didn`t have to travel anywhere for applying... And when the time comes, the passport will have to be sent by Fedex or smth to Warsaw
