Well if you're referring to the approx 20,000 apps from pre-Feb-2008 which are not scheduled to be scrapped under C38 bill, then my understanding is that they will be processed in turn. As for when, it depends on local visa office processing priorities.
Visa offices are still, as far as I am aware, under instruction to process MI 2,3 and 4 as priority, then MI 1, and lastly pre-Feb-2008. But if those 20,000 are already in process they may be processed in with the MI 1 to 4.
Drawing on experiences of those I've spoken to on here and other forums, length of time for processing at visa office depends on a large variety of factors, not the least of which seems to be sheer luck.
But with no new FSW1 apps coming in for at least 6 months, this will free up resource at the visa offices to process a good chunk of their current inventory before any new Federal Skilled Worker rules/decisions are made in the new year.
