Dear Rajinder, according your previous academic credentials, you have a pretty good chances to get admission in following Universities which also charge 2-3 times less fee compare to universities in Ontario province.

above Universities are offering M.Eng, MSc. (Course Based/ Project Based/ Thesis/ Co-op based) at Master level in ECE. you need to contact concerned department (Department of Electrical & Computer Engineering ) of above universities for further info.
for MSc. Thesis based you need the Supervisor who is willing to assist you and on this basis you will get the Admission Letter/ Offer Letter. supervisor is not required for MSc. (Course Based/ Project Based) & M.Eng.
there is no specialized Degree course in Canada like in UK or Other Countries like MS/MSc. in VLSI/Embededd System Design/System on Chip/ Chip Design/ Analog Electronics/CAD Design/Nanoelectronics and other courses related to ECE, yoo will get the Degree of MEng./ MSc. in Electronics and Computer Engineering and 1st semester will be common and onward you have to select subjects of your choice among vast options and later on you will have the specialized courses in your hand according to the your interest revealed to your department.
so admission and visa will purely depend on your efforts and on documentations.
strong SOP, LoR (Letter of Recommendations), Official Transcripts, IELTS Score, Work Experience (if any), GRE (required but can be waived depends on uni.)

PLEASE NOTE:
regarding admission in Canadian Uni. you have to keep in mind the DEADLINE DATES. most Uni having the deadline date Feb./March for September Intake of same year & May/June for January intake of next year.
or other way you can go for 1 Year (PG Diploma/ Certificate) Program in College and you can avail the PGWP (Post Graduate Work Permit) of 8-12 months after completion of the program.
for availing the 3 Year PGWP, you have to take min. 2 Year Diploma course or 1 year + 1 Year back to back 2 programs.
