I'm trying to wrap my mind around the details of an outland spousal sponsorship - help appreciated!

Two questions:
1. If we apply outland (from Chile), assuming we're successful, would my partner have to pick up their visa in Chile? Is it possible to pick up in Canada?
2. Would he be able to visit me in Canada while the application is being processed?

1. He doesn't pick up the COPR; it's mailed. If he's in Chile when the app is approved, the COPR will be mailed there. If he comes to Canada, he can update his address and the COPR can be issued by Ottawa and mailed to him in Canada.

1. Depends on where OP's spouse is.

2. Chile is visa-exempt, so no issue visiting (dependent on COVID-19 travel restrictions).
 
Amazing, thank you SO much everyone! A couple details:
-Does he have to mail in his passport at some time to get the visa or is it a separate document?
-If he were to receive it while in Canada under a tourist visa, would he have to leave the country/pass through a border again to initiate it or anything? Or would he just receive it in the mail and voila! Good to stay?
-Anyone have links to this information about the process? I can't find it anywhere on official sites and the guides only go so far as medical exams, biometrics, etc.

No, he doesn't mail his passport. He doesn't get a visa; he gets a COPR.

He would need to either land at an IRCC office or flagpole at the Canada-US border.
