where can I sent a reconsideration letter to visa office

I finished my programme sincce last December and I am so sure this programe have eligible to apply a Post-Graduation Work Permit, but last Wednesday, I receive a refusal letter, so I called CIC, the lady told me she sent a reconsideration letter to CIC office, because I do have eligible to get my PG work permit, I am so confuse what's wrong with my application can let the officier made a refusal decision, I think I should sent a reconsideration letter by myself, but what's email address?

In the letter, it say I am not a full time studied over 8 months, but I am a full time student study 16 months in a Montreal College and I graduated, they have program call ACS, which is a certificate, but I comfirm both the college and CIC,I am eligible to get PGWP.
