Normally refugees who got their PR would receive their home country passport in the last meeting. This meeting used to known as COPR meeting that take in IRCC office your are currently living.
But things changed after COVID. Now last COPR meetings have been cancelled and most of new PR applicant have got electronic COPR or e-COPR portal invite.
Bottom line is that it is unclear how to claim your home country passport from IRCC.
