Where can I find the IRCC Living in Canada Tool?

I'm supposed to fill and attach a settlement plan to my application but the link provided to access the Living in Canada Tool keeps telling me the web page cannot be found (error 404).
My question is, is there an alternative page where I can access the tool?

I sent them an email and got a response. I was told to draft my own Settlement Plan and attach it to my application because the page is currently down and they are working on it.
