I posted following question to forum: Please read my post here, then read the answer by "screech339" and another example from the Immigration lawyer’s website then please answer the final question according to your experience. There has been confusion about this income issue for sponsoring parents (at least to me its not clear).
Family Class Sponsorship - Parents application 2014 - Income assessment
Hi There,
If anyone can provide some information - that would be awesome.
We are family of 4. I sponsored my brother while ago through APNP. He is just arrived. So now I'm responsible for 5 people including myself. In order to apply for my parents I have to have income of 7 people.
According to CIC website: Guide 5772
Federal Income Table for sponsors of parents and grandparents:
The following table applies to residents of all provinces except Quebec. For each of the three consecutive taxation years preceding the date on which the application is submitted to CIC, the sponsor (and co-signer, if applicable) must meet the Minimum Necessary Income, which is based on the Low Income Cut-offs plus 30%.
Federal Income Table for Parents and Grandparents Sponsorship
Size of Minimum Income Minimum Income Minimum Income
Family Unit 2012 2011 2010
2 persons $36,637 $35,976 $35,881
3 persons $45,040 $44,229 $44,113
4 persons $54,685 $53,699 $53,557
5 persons $62,023 $60,905 $60,745
6 persons $69,950 $68,689 $68,509
7 persons $77,879 $76,475 $76,275
More than 7 persons, for each additional person, add
$7,929 $7,786 $7,766
Question that I have:
Q.) I'll be calculating income of 2010, 2011 and 2012 as 4 family person since my brother just arrived in Jan. 2014? Plus add 30% into my income to meet the minimum required for last three years or I'll be calculating 5 person family income for these years?
Q.) My current family income for 2013 is more than minimum required plus 30% since my wife started working but in order to meet this sponsor's requirement I must meet for last 3 years i.e. 2010. 2011 and 2012?
Any further information or experience will be much appreciated.
Best regards to all of you!

you will be calculating your income based on 6 people, not 5. Your family of 4, assuming you, your spouse and 2 kids. Then you will add your 2 parents, making the total to be 6. Your brother is under a difference program and I don't think you are financially responsible for him.
The LICO listed in the table already has the additional 30% built into the minimum requirements.
You must meet the minimum for each of the 2010, 2011 and 2012 for applications submitted this year 2014. You cannot use the 2013 income for 2 reasons. 1: 2013 NOAs will not be released until probably May 2014. Not enough time as the 5000 cap will likely be reached by the time you get 2013 NOA. 2: CIC has not released any 2013 LICO for parents sponsorship so CIC agents cannot compare your 2013 income if there isn't any 2013 LICO released yet.
If you cannot meet the 2010 but you can meet it 2011, 2012, 2013, then you would have to wait until Jan 2015 to apply.

PanCanadian Immigration Law Group 2013 Website:
So for example, if you are a family of 4 and you are sponsoring your mother and father, then the family unit would be 6, and require a minimum income of $69,950, $68,689, and $68,509 in each of 2012, 2011, and 2010 respectively.

Q.
Since I’m not meeting the requirement of income for 6 persons I called the CIC hotline to inquire about the question that I will be calculating the my income based on 4 family members or 6 family member for 2012, 2011 and 2010. This agent told me that I’ll be calculating the income for 4 family members since there were only 4 members and you are qualified to apply. I said are you sure and he said yes.
Can please someone clarify this for me – ONLY people who have filed parents application this year 2014. This will be a big help.
Thanks for reading this lengthy post, best regards.
