Bcoz I'm meeting LICO for 2012 & 2013 as a single and will work extra to make sure I meet LICO for family size 3 for 2014 and can apply for my mom.

Please reply as I'm confused if I can apply or not.
Actually your family size based on when you are single is 2. you and your mother for 2012, and 2013. For year 2014 you would be family size of 3. Your wife, you and your mother.

The minimum family size possible is 2 people. There is no such thing as single or 1 person family size.

Also for someone meeting LICOs in 2012, 2013 and 2014, the earliest they could apply for parents is January 2016 since their 2014 NOA will not be ready to submit by January 2015.

But finally if the family size today is 3, then you have to use family size of 3 for each year of LICO so even from 3 yrs ago.

Does it mean that the family may fail the original 3 LICO's because it is now family of 4 instead of 3? Remember they have to maintain the LICO for the entire PR processing time.

Ya to be honest I'm not entirely sure. The wording on the CIC instruction guide is vague. However I think if you met the LICO going back 3 years based on family size as of the date you submitted the application, then any new additions to family size AFTER submitting would only be used in current year or future LICO calcs.

Hello, can someone pls help. I will be sponsoring my mother from the UK. I am not sure if I have to list her daughters (my sisters) all aged over 50 as family members on form IMM5669 or IMM0008. They are all settled in the UK with kids, so have no intention of moving to Canada now or in the future. Thank you in advance.

Well you have to. It doesn't matter if your sisters will come to Canada or not. It's about your background, you have to list them all. Or it would be a lie.
But you don't have to list all your mother's siblings if you don't want to just considering as you don't have any contact information about your aunts and uncles. But they can't use you as a relative in Canada to come to Canada even for visit in the future. But if you do know them well, you'd better list them all and give all the proves.

The family members are not dependents since they are aged 19 or over, so do not need to do medical or police checks. As such they do NOT need to do IMM5669 forms. That will only be done by your mom. And they do NOT need to be listed in IMM0008 as that is only for dependents.

However they WILL need to be included in form IMM5406 (Additional Family Info), Section B - Children. The only info they need is birthday, marital status and current address. Your mom's brothers and sisters (if any) will also need to be listed under Section C of this form. Nobody except your mom needs to sign this form, so any non-dependents don't even need to be aware it's being done.

Because there was a pause end of 2011, there will be no applications to process in all of 2012 and 2013, which means we're next.

What residential and mailing address should i use in my father's apllication contact information, india or canada ?

You should choose New Delhi for visa office. After CIC reviews the application, they will anyways decide where it goes.

You can use Canada as their address, and if/when they move make to India they can update their address at that time.

You must meet family size at time of application, for preceding 3 years. So if it's currently you, your wife and sponsoring 2 parents, you need to meet PGP LICO for family size of 4 for 2011 to today (and continuing until their PR is approved). If you have a child after submitting the app, your family size would increase to 5 with LICO requirement starting the year the child was born.
