It is entirely possible but not confirmed that your file is put on a waiting list until some other application does not meet the PGP requirement. Maybe your file will get put in the 5000 cap once some other app that got in the 5000 get rejected.

Otherwise why would CIC put your application on a waiting list. Makes no sense.

Someone also mention earlier that they have been asked to resubmit their application again cos of submitting older form (if I remember correctly). I am wondering if CIC gonna wait for a certain amount of days and see if ppl re-apply with right form otherwise CIC would process the applications who they kept in waiting list. Why would you think the dates doesn't sound real. CIC has received the application jan 6 but didn't officially charge the credit card until jan 21 after reviewing the file and put it on wait list.

Honestly don't know why there is a wait list made up. It is either accepted toward the 5000 cap or not.

I guess the safe assumption at the time of application submittal that once your credit card was charge, it was automatically accepted towards the 5000 cap, doesn't mean anything except maybe to get charged for 75 processing fee.

Honestly don't know why there is a wait list existing at the moment. There was no official statement or policy made by CIC regarding wait lists. So right now it is perplexing at the moment.
