When will OINP start issuing notifications again?

What does this mean? previously it said Ontario Immigration has placed a pause and now they say Ministry of Citizenship has placed a pause...?

The scenario is not clear.
Last year a new Govt. in Canada was formed in Nov 2015
I just wonder if this is the reason why OINP has been slow in processing all applications this year.

Probably it meant the Ontario Ministry of Citizenship & Immigration and not the Federal Ministry.
